Bangladesh Tightens Control on Unofficial Mobile Phones: What Buyers Must Know

The Government of Bangladesh has taken strong steps to regulate the mobile phone market by enforcing strict controls on unofficial and grey-market smartphones. This initiative is being implemented through the National Equipment Identity Register (NEIR) system, managed by the Bangladesh Telecommunication Regulatory Commission (BTRC).

Under the NEIR system, every mobile phone’s IMEI number must be registered and verified. Phones that are officially imported and sold through authorized channels are automatically registered and remain fully functional on all mobile networks.

However, unofficial phones—often imported without proper approval or sold through informal channels—face serious risks. Devices with unregistered, fake, or cloned IMEI numbers may be blocked from accessing mobile networks, meaning users could lose calling, SMS, and mobile internet services.

Authorities have already uncovered widespread use of clone and counterfeit IMEI devices, as well as illegal phone assembly operations inside the country. These actions not only affect government revenue but also pose risks to consumer security, data privacy, and after-sales support.

To protect consumers, the government advises buyers to:

  • Purchase phones only from authorized retailers

  • Verify IMEI numbers before buying

  • Ensure official warranty and VAT documentation

This move aims to create a transparent, secure, and consumer-friendly mobile phone market in Bangladesh while discouraging illegal imports and fraud.
